Zentrale Änderungen sind eine deutliche Steigerung der Freibeträge für engste Familienangehörige und das Abschmelzmodell bei der Vererbung von Unternehmen. Die erarbeiteten Reformvorschläge werden heftig kritisiert und eine Abschaffung der "Neidsteuer" verlangt.
