Nora Callum has spent six years reviewing municipal permit applications the same way: read everything, decide nothing too early, and document what does not add up.

The proposed development appears routine-a six-story mixed-use project requesting a foundation setback variance. But its file contains a missing environmental closure document, an engineering report that avoids the one section of the property still under active monitoring, and a supervisor override that resolves deficiencies without providing the required evidence.

Nora starts keeping track.

One discrepancy becomes six. Then she finds older applications involving the same developer, the same engineering consultant, and the same pattern of missing documentation quietly cleared through supervisory action. A coworker's private records suggest the practice goes back years.

No single document proves corruption. Together, they describe a system designed so that no single document ever has to.

As the commission hearing approaches, Nora must decide how far to push a record that powerful people seem determined to call complete. Her evidence leads from city offices to environmental regulators, outside contractors, and an inspector general investigation-but each step makes her own position inside the department more precarious.
