An analysis of the proceedings of the 37th Congress of the Communist Party of the Soviet Union. Setting the Congress in its context, and focusing on the issues of political reform, economic restructuring, the nationalities question and foreign policy, this book explores the struggle for power between radicals, reformers and conservatives in the USSR. It highlights the Party's changing role in the Soviet political system and its changing relationship with the military and the KGB.
