As a virus is added to the water supply in many countries, at the hands of a warring country in the East, humanity falls to it, causing modern man to de-evolve into Neanderthal-like beings, called Neanders. Travis, being naturally immune, having nothing to do with any wars or public opinions, finds himself in an increasingly aggressive world where what were once people no longer have the ability to open a tin can.
