Karin Alsen begründet und konkretisiert einen rechtlich determinierten Integrationsauftrag der EU gegenüber europäischen Staaten. Vor dem Hintergrund der aktuellen Konstitutionalisierungsdebatte werden die "Erweiterung" und die "Vertiefung" der EU als Rechtsprinzipien und damit als Optimierungsgebote qualifiziert. Spannungen zwischen beiden Integrationszielen erscheinen als Prinzipienkollision und folglich als lösbares und zu lösendes Abwägungsproblem, in dessen Zentrum die Integrationsfähigkeit der EU steht. Ziel der Abwägung ist die Herstellung praktischer Konkordanz. Ausgehend von der These einer rechtlichen Bindung der EU und ihrer Mitgliedstaaten bei Entscheidungen über die Erweiterung und die Assoziierung europäischer Staaten stellt sich die Autorin aktuellen Rechtsfragen, insbesondere mit Blick auf den umstrittenen Beitritt der Türkei und die Europäische Nachbarschaftspolitik.
