Diese Ämter haben die Funktion, in institutioneller Weise Dritte in Handlungsorganisationen einzubinden. Sie sind als Vertreter, Organ oder Partei kraft Amtes ausgestaltet. Der Autor betrachtet die einheitliche Problemstruktur der Ämter, die sich mit den Stichworten Außenverhältnis, Organisationsverhältnis und Grundverhältnis skizzieren lässt. Er zeigt, dass der Institution 'Amt' selbst die Stellung eines apersonalen Subjekts zukommen kann und verdeutlicht so die Trennung von Amt und Amtswalter. Nur das Amt ist dauerhafter Bestandteil der jeweiligen Handlungsorganisation. Des Amtswalters bedarf es nur, um die Kompetenzen konkret auszuüben.
