The tech company Rebutia has taken over the city of Los Santos. The slums are a smudge on the glittering city, where people who can't afford implants are left to be forgotten. People like Myles Walker, a Surge dealer in a street gang.

A deal gone wrong leaves their biggest customer dead. Myles gets benched from dealing and winds up chaperoning a board member's son sent from their private academy-Aiden Turner. Myles exposes Aiden to the realities of the slums and how Rebutia's influence ruins humanity and empathy at every turn.

They dig for the truth behind Aiden's visit and discover a bigger plan to eradicate the slums. The gang Myles once trusted was working for Rebutia, assassinating anyone who dared develop a way around their control-including their best customer.

With no one left to turn to, Myles must trust Aiden and use their connections to expose Rebutia's plans to save thousands of lives and the only home he's ever known. Even if it means giving up his implant-free status or worse, his life.
