自成立伊始，穆兄会一直热衷于将组织架构与意识形态方面相联系，因为穆兄会意识到保持这种结构的凝聚力和其连续性需要相信其号召的意识形态和所倡导的价值观。另一方面，穆兄会在其组织建设和具体行动中热衷于确保其总指导师的核心角色，根据其导师所具备的领导魅力和特点及其对其成员的影响来看，尽管这一角色的性质在从一个导师转向另一个导师时产生不同也罢。

同时，穆兄会依靠包括各办公室、委员会和部门在内的组织单位，通过将社会问题列为特别优先事项来巩固其对社会的渗透，这使穆兄会拥有一个可操作的社会来支持其政治计划，就像2012年埃及的立法选举和总统选举时所发生的的那样。
